Brazil Positions Itself in the Global Artificial Intelligence Landscape
Brazil has taken an important step in the international artificial intelligence landscape by joining 28 countries in the International Organization for Cooperation in Artificial Intelligence (WAICO). The meeting took place in Shanghai, China, with the aim of ensuring that AI development is ethical and human-centered. In times of rapid technological advancements, this initiative seeks to ensure that AI is beneficial, safe, and reliable.
The formalization of WAICO aims to guide the development, implementation, and access to AIs globally. For the Brazilian government, this is an opportunity to become a global reference in the sector. Brazil joins countries like China, Russia, and Indonesia, making up what is called the global south. Meanwhile, market giants like OpenAI and Anthropic from the United States continue to dominate the landscape but face challenges. Recently, the U.S. government requested the removal of advanced models like Claude Fable/Mythos 5 from the internet, fearing access by Chinese hackers.
Decentralization as a Response to American Dominance
The creation of WAICO goes beyond the technical. It is also a political message. The decentralization of AI development and access responds to the dominance of American companies. And this is not just a matter of market competition. The proposal includes encouraging cooperation in open-source ecosystems, something the Brazilian government has already highlighted as a priority.
Through the Ministry of Science, Technology, and Information, Brazil intends to actively participate in topics such as AI governance and technological cooperation. The country already has the Brazilian Artificial Intelligence Plan (PBIA), which foresees an investment of R$ 23 million by 2028. Part of this plan includes the creation of a supercomputer to process large volumes of data in Portuguese, aiming to place Brazil on the global AI map.
The decentralization of AI is a strong political message.
